Call (833) 840-2034Who Owns the Sewer Pipe From a Royal Oaks House
Inside the City of Maryville, the Water and Sewer rules say the building sewer is installed, owned and maintained by the owner, within the property line. When a line stops, the owner unstops the owner's line, and the City unstops the City main at its own expense.
If the blockage turns out to be on the customer side after the City crew has come, the customer pays the crew's actual cost. So before you pay for a main-line job, a call to the Water and Sewer Department is worth making.

Finding Your Cleanout Before You Need It
The City's 2024 plumbing code modifications set cleanouts at no more than 80 feet apart and put the first one three to five feet from the building wall. They also bar two-way cleanouts.
- Walk the outside of the house and look for a capped pipe near the foundation.
- A second one often sits near the property line or the street.
- Photograph each one and write down where it is.
- Tell the plumber about them at the start of a backup call.
A plumber with a camera can reach the line through a cleanout. The sewer line page explains what that finding tells you.

When the Backup Is in the House Line
| Sign | More likely | Page |
|---|---|---|
| One slow sink or tub | A clog in that fixture's drain | steps for one clogged drain |
| Toilet and tub gurgle together | The main drain from the house | when jetting suits a main drain |
| A backup after a camera clearing | A damaged or rooted section | options that avoid a trench |
Ask the plumber to show you what the camera found. A line that clears and returns needs a repair, not another clearing.

Water Heaters and the City Permit Item
The City's fee schedule lists a permit item for each water heater and vent. Fees double if work starts before the permit, except for work that fixes an immediate hazard, if the application is filed by the next business day.
So if a heater fails and the replacement cannot wait, ask the plumber who files the permit and when. Codes Enforcement answers questions at 865-273-3500. The fee schedule is the 2017 edition, so confirm it is still current. See replacing a worn tank heater for the decision points.
